Executive Order 13158 mandates that the U.S. Departments of Commerce and the Interior "publish and maintain a list of Marine Protected Areas (MPAs) that meet the definition of MPA for the purposes of this order." To provide this information, an inventory of existing U.S. Marine Managed Areas (MMAs) is being developed. The inventory will support the development of the "list of MPAs" called for in the Executive Order 13158. Digital boundary files for the MMAs have been compiled from various agencies and formatted for use in a Geographic Information System (GIS) to produce a thematic series of maps for the Marine Managed Areas Inventory Atlas. This atlas is designed to enhance the understanding of the spatial relationships among the sites in the MMA Inventory. The Inventory will be used to inform federal agencies and all interested parties of the locations of sites. It will help scientists and managers examine the design effectiveness of the current system of managed areas and determine which habitats are in need of improved or additional protection measures.
			<purpose>The MMA Inventory Atlas is a collection of maps designed to provide a visual geographic context for the MMA Inventory. It will allow users to examine various combinations of programs and selected MMA networks at local and regional levels throughout the coastal U.S. The data are intended to serve as a spatial representation of the approximate boundaries of MMAs for the National Marine Managed Areas Inventory. These data are based on interpretation of available information and are not to be used for navigation purposes or as legally binding for enforcement, ownership or management purposes.</purpose>
			<supplinf>The boundaries are created with the most recent and accurate boundary information available, but edges and/or borders of the boundaries may change due to natural land changes, site boundary modification or higher resolution maps. Therefore, the currency or accuracy of these boundaries can not be guaranteed.</supplinf>

			<attraccr>Special Projects assumed that the National Marine Fisheries Service Digital Boundaries data set originating from the National Marine Fisheries Service Program Office (http://www.nmfs.noaa.gov) was accurate. However, Special Projects tested the accuracy of the data by manual comparison of the source with hard copy print outs. Attributes were further verified using visual inspection.</attraccr>
		</attracc>
		<logic>Special Projects had to reproject the National Marine Fisheries Service data set for integration into the MMA Inventory GIS. Environmental Systems Research Institute's (ESRIs) ArcGIS 8.x was used to complete all reprojections. Shorelines were then used to determine logical consistency. Geometry appears to be topologically clean.</logic>

				<procdesc>The National Marine Fisheries Service Digital Boundaries shapefile is a cumulation of individual shapefiles for each unit. In order to create this dataset, accurate boundary files for each unit were reprojected to NAD 83 to be compatible with the MMA Inventory GIS. The files were then merged together and attribute tables edited, so they reflect the same information. The main addition to the attribute tables was the creation of a field titled site type, a field titled agency and a field titled region. Site type represents the type of site, agency represents the federal agency responsible for management of the site and region represents the geographic region where each site is located.</procdesc>

						<edomv>Federal Fishery Management Zone</edomv>
						<edomvd>This is a marine managed area (MMA) that has been established to manage commercial and/or recreational fisheries to ensure protection of natural resources therein under the Magnuson-Stevens Fishery Conservation and Management Act, the Atlantic Coastal Fisheries Cooperative Management Act, or other Federal law. Most of these areas are characterized by restrictions on the use of a particular gear type or fishing activity while others may prohibit fishing altogether. The fishery restrictions or closures apply year after year for a period of not less than 3 months. An example of one of these is the Bristol Bay Red King Crab Savings Area where bottom trawling is prohibited year round to protect molting king crab.</edomvd>

						<edomvd>This is an MMA that has been established for species protected under the Marine Mammal Protection Act (MMPA), especially for marine mammal stocks that have been designated as "depleted" or "strategic" under the MMPA. The MMA is designed specifically to aid in the conservation, recovery, and/or bycatch reduction of a marine mammal stock. An example is one of the MMAs under the Harbor Porpoise Take Reduction Plan.</edomvd>
