      <abstract>This dataset was derived by referring back to the original coarse scale dataset "HydroUnit_NPCCProvinces_LR" and creating a crosswalk table that identified the nesting of 6th Level HUCs (HUC_12) from the National Watershed Boundary Dataset (WBD). The best available version of the WBD from May 2011 was used for this process. A crosswalk table resulted from that process and is available as "HUC12XSNSubbasinProvinceRegion". That table was joined back to the WBD to create a version for the Columbia River Basin that carries attributes cleanly nesting the smaller WBD Subwatersheds within each of the NPCC's Province and Subbasin planning boundaries. That fully attributed version of WBD for the Columbia Basin is available separately as the feature class "HydroUnit_NPCCPlanningUnitsByHUC12". By running the DISSOLVE operation on that dataset (on the NPCC_ProvinceID and name fields) - this feature class was created defining the outer boundaries of each of the Council's Provinces using linework that is coincident with ridgelines defined in the WBD. A similar dataset exists for the Council's Subbasins. It is anticipated that StreamNet staff will periodically update these High Resolution versions of the Council boundaries to reflect changes / improvements made to the WBD. The goal is to be able to cleanly nest WBD HUC units within other planning units to the extent possible - thereby relying on a single set of ridgeline geometry to define hydrologic units at different scales and aggregated for different purposes. To remain consistent with the original intent of the Council - the original 'Low Resolution' (LR) version of the NPCC Province and Subbasin datasets is retained and referred to whenever ridgeline geometry is updated. If / when significant changes in linework occur, Council staff will be consulted to confirm that the original intent of the boundary definition is being respected.</abstract>
      <purpose>High resoultion dataset delineating the Northwest Power and Conservation Council (NPCC) Province Boundaries. These planning Provinces are broken further into NPCC Subbasins (available as a separate feature class at both Low and High Resolutions) and have been in use by the Council for conservation planning purposes since 2001. Note, however, that the Low Resolution version of this dataset was used in the last round of Subbasin Planning (2001-2004). The distinction is particularly important when making comparisions of area calculations from the Subbasin Plans.</purpose>
