Background

The 2015 version of the Five-Year Plan for the Coordinated Assessments Partnership envisioned a preliminary assessment and discussion of data availability, critical gaps, and relationships to regional data needs that was to begin in the fall of 2017 for lamprey. The revised 2018 version of the Five-Year Plan for the Coordinated Assessments Partnership described the intent to delay the review of data on lamprey and discussion of data availability and relationship to regional data needs until FY 2019. The discussion leveraged the NPCC 2010 Draft Monitoring, Evaluation, Research, and Reporting Plan.

As specific regional data needs are identified, the development and implementation of standardized HLIs are prioritized. Close contact with HLI users—including Bonneville Power Administration, NPCC, NOAA Fisheries, and others—and with regional fish and wildlife managers is maintained to inform prioritization. Collaboration and consensus is used for decision-making wherever possible. Other parties, such as resident fish managers and habitat managers, are recruited as needed to inform and refine HLIs. The implementation of the plan requires both cash and in-kind funding.

For non-ESA-listed fish, the NPCC’s 2014 Columbia River Basin Fish and Wildlife Program (FW-Program) and its 2020 FW-Program Addendum, under its Native Fish Strategy, Eulachon Strategy, Pacific Lamprey Strategy, and Resident Fish Mitigation Strategy, includes objectives and strategy indicators for an additional subset of its resident and anadromous focal species: Burbot, Cutthroat Trout, Eulachon, Kokanee Salmon, Pacific Lamprey, Redband Trout, and native freshwater mussels. These could be a future focus of the CAP topic.

The Five-Year Plan for the Coordinated Assessments Partnership is revisited annually to ensure alignment with regional priorities and changed as needed if regional priorities change.
